BARANGAY DEVELOPMENT PLAN

Barangay Development Plan

A PLAN TO ATTAIN A UNIQUE BARANGAY IN ALL ASPECTS & SCOPE

All praise is due to Allah, the Almighty Creator, the Lord of the Worlds, may the Peace and Blessings of Allah be upon the noble and the last Prophet, Muhammad son of Abdullah, and upon his family and his companions.

I believe that leadership is a big responsibility before God. The incapability to implement its role is a major crime against God’s Will, the rights of the people and the duty to the country. Due to this, we draft a plan which covers the objectives that we are attempting to realize it seriously.

The plan shall determine the programs which will be implemented to achieve the objectives. It will also define the strategies in surpassing the problems and hindrances, and to prevent from being negligent, and to attain the desired goal.

OBJECTIVES:

1) To attain integrated Peace and Order within the community of the Barangay.

2) To implement and to focus on general sanitation.

3) To attain entire improvements and developments.

4) To strengthen the unity within the community of the Barangay.

STRATEGIES / PROGRAMS:

1) Establishment of peace and order within the population of the barangay. The barangay will exercise efforts as much as it can to protect the lives as well as land and properties of its people lawfully. Conducive environments will be ensured for them. There will be an endeavor to protect the the security of the community from any disturbances. Thus, the following actions are to be implemented in order to achieve this program:

a) Assingment of Barangay Security Police (Barangay tanod) who will monitor the peace and order situation of the Barangay within 24 hours. They will quell and prevent any criminal actions, activities and disturbances that would afflict the peace of mind of the community and their security. But in the case of their incapability to apply the law on the situation then they will report it immediately to the Barangay Hall or to the City Police office.

b) Providing a transport vehicle for the Barangay tanod that they will utilize it in the patrol around the barangay in order to monitor and protect the community from anything that would harm the society. This can ease them to serve an immediate help and assistance to those who needs them.

c) Producing all emergency equipments, supplies, and first aid like: ambulance, medicines and the like. This will be served for the patients and the deceased.

d) Construction of barangay clinic and assign personnels therein who will be treating the patients from within the barangay. They will perform health and medical care which are available.

e) Penalty for the criminal, in accordance with law, that would restrain him from repeating the crime.

f) Imposing different kinds of punishment suitable with the situation of the culprit and the nature of the violation that affects the peace of mind and calmness of the community.

2) Implementation and focus on general cleanliness and hygiene. This implies the maintenance of cleanliness on all roads and highways of the barangay boundary including its infrastructures and anything that may affect the wellbeing of the people in the community, particularly disposing any garbage and waste materials that may destroy the beauty and landscape of the barangay. In order to attain these objectives, we have laid down the following strategies:

a) Assignment of utility personnels who perform the maintenance of cleanliness of the roads and highways, and garbage disposal.

b) Providing vehicle to collect the garbage and other waste materials.

c) Conducting informational program for the residents regarding proper waste management.

d) Setting garbage can in every suitable places.

e) Purchasing insecticide spray for the protection and sanitation of the environment.

f) Penalty for those who do not cooperate with the government in the maintenance of the cleanliness of the barangay; imposing lawful punishment that will prevent them from negligence of the sanitation rules of the barangay; and encourage them to cooperate with the government in maintaining the cleanliness, beauty and landscape of the barangay.

g) Imposing different kinds of punishment in accordance with law that is suitable for certain violator and the nature of the violations.

3) Endeavor on the entire improvements. This represents a profound work or projects, programs, and activities which greatly promote full enhancements in the barangay. Among the programs and projects that we are going to implement in order to achieve these goals are:

a) Construction or rennovation of the Barangay Hall in such a way that it is favorable and impressive to the community and the visitors.

b) Construction or rennovation of the barangay clinic.

c) Construction of the Arc Gate in every entrance within the boundary of the barangay.

d) Construction of sports complex for the youth to enjoy playing instead of wasting time on engaging in nasty activities thus discouraging them from immorality.

e) Conduct literacy / educational program for the community.

f) Establish cooperative organization in order to produce (Halal) lawful or permissible products, foods and drinks, and thereby selling them in a very affordable price.

g) Establish a livelihood program for the community.

h) Construction of waiting shed for the people to relax while spending out of their houses during winter and summer.

i) Assisting the people in governmental transactions and procedures. That will be done through enforcing the Barangay officials to exercise their duties and responsibilities to entertain and serve those in need of help regarding these matters during office hours.

j) Installation of street lights in places where there is a need to mount for the safetiness of the people and their protection from any disturbances and criminals.

k) Custody of public utilities / facilities, that is, giving immediate attention in case of trouble on any of these facilities then urgently requesting for its repair.

l) Improvement and enhancement of roads and alleys between the houses and buildings for the beautification of the community and its safetiness.

4) Formation of Unity and Coordination. We mean this as revitalizing unity and coordination among individuals within the society in encouraging beneficial works and welfare and in thwarting troubles and havoc. The following strategies are utilized to attain the said goal:

a) The Barangay chairman and his officials must serve as a model in dealing with the people. They must be morally fit, and are able to give humanitarian services to the society.

b) Identify the problem of the people, and seeking solution for it as much as possible; giving advices to the people in everything that profits them now and then.

c) Holding meeting periodically where the people of the community or their representatives are invited. Group ideas and comments that benefit them will be gathered during the meeting. There will be discussions on the problems afflicting them. Prosperous solutions of these problems will be sought.

d) Eradication of ethno-religious differences and discriminations, in providing humanitarian services to the community.

We ask Allah, the Almighty, the Exalted One, to help us in realizing these missions and programs, and to succeed in providing general welfare for the society, and guide us in our plans, for verily He is the Owner of success and the Guide to the right path. And our last prayer is all the praises is due to Allah alone, the Lord of the Worlds.
